On the afternoon of May 20th, the delegation of the Ministry of Labor, War Invalids and Social Affairs led by Mr. Nguyen Huy Hung - Director of Department of Labor Relations and Wages had a meeting with the Khanh Hoa Department of Labor, War Invalids and Social Affairs on the implementation of the Government's Resolution No. 42/NQ-CP of April 9th 2020 and the Prime Minister's Decision No. 15/2020/QD-TTg of April 24th 2020 on supporting people in difficulties due to the Covid-19 pandemic.

At the meeting, Mr. Nguyen Huy Hung suggested that in the coming time, the Khanh Hoa Department of Labor, War Invalids and Social Affairs should study the plan of reviewing and identifying the beneficiaries to avoid duplication and increase apply information technology on this work; ensure requirements and regulations when changing beneficiaries. Promote the propaganda for the people to understand and understand correctly the Resolution No. 42/NQ-CP and the Decision No. 15/2020 / QD-TTg, in which, focusing on propaganda about the conditions to receive supports for workers. Coordinate with agencies and units at hamlet and commune levels to certify the income of self-employed workers; be flexible in identifying beneficiaries in accordance with local practical situations, not rigidly in the words of the regulations so as not to miss beneficiaries. Advising the Provincial People's Committee to direct issues of support payment according to the competence and functions of the relevant agencies and units, avoiding the situation of prolonging the time for processing procedures and documents ... In addition, Mr. Nguyen Huy Hung agrees with the policy of allowing the head of household (or an authorized person) to receive support on behalf of other family members; do not support to employees who are temporarily contracting, leaving without payment before April 1st 2020.
According to the report of the provincial Department of Labor, War Invalids and Social Affairs, as of May 18th, the whole province supported for 5,307 people with merits with the amount of more than 7.9 billion Dong according to Resolution No. 42/NQ-CP and Decision No. 15/2020/QD-TTg. Currently, the Department has submitted to the Provincial People's Committee for approval to support 38,782 people who are subjects of social protection with the amount of more than 58.1 billion Dong; 111,729 people from poor and near-poor households with total amount of nearly 83.8 billion Dong. In the process of implementation, the provincial department of Labor, War Invalids and Social Affairs meet some obstacles: The time limit for the beneficiaries to be supported is from April 1st to June 30th 2020, but many businesses have postpone labor contracts, stop working without payment, terminate labor contracts, stop working previous; the difficulties in identifying beneficiaries are poor and near-poor households coincide with those who are unemployed; localities outside the province have not created favorable conditions to confirm the workplace or residence place of the supported workers ...
In the morning of the same day, the delegation checked and surveyed the implementation of Resolution No. 42/NQ-CP and Decision No. 15/2020/QD-TTg at Nha Trang City.
