After listening to the report of the Social Policy Bank – Khanh Hoa branch and relevant departments, agencies and units, Mr. Nguyen Dac Tai said that the focus on implementing social policy credit package for policy beneficiaries and poverty households affected by Covid-19 pandemic is essential during this period. However, it is important to pay attention to following the regulations, instructions and identifying the right subjects to support, avoid negativity, and ensure the criteria and the guiding spirit of the State Bank of Vietnam. Mr. Nguyen Dac Tai also assigned the provincial Social Policy Bank to chair to give advisor for the provincial People's Committee in guiding documents at all levels, branches and localities to overcome shortcomings in the first quarter of 2020, thereby proposing solutions to remove difficulties, shortcomings in second quarter 2020; At the same time, focusing on preparing necessary procedures to deploy the support package as directed by the Government, the guidance of the State Bank of Vietnam. According to a report of the Social Policy Bank – Khanh Hoa Branch, as of March 31st 2020, the total social credit capital of the province are 2,894 billion VND (increased 54.4 billion VND compared to the beginning of the year), in which central capital increased by 38.1 billion dong, local budget increased by 20.3 billion dong. From this capital, the Social Policy Bank of the province has cooperated closely with local authorities, associations to entrust timely lending revolving capital, newly allocated capital to support and recover promoting production, business and ensure social security in response to the Covid-19 epidemic. Loan capital in the first quarter of 2020 is 272 billion Dong with 6,183 borrowers; debt collection revenue is 216 billion Dong; outstanding loans is 2,889 billion Dong, increases 55.2 billion Dong compared to the beginning of the year. Besides, 621 customers who have been affected by Covid-19 has been extended debt with the amount of 10 billion Dong; dealing with 88 risks with the amount of 1.4 billion Dong.
Besides the achieved results, in the first quarter of 2020, there are still some shortcomings in policy credit activities such as: Overdue debt increases compared to the beginning of the year, the whole province has 11 communes have overdue debts of over 1%. Withdrawn fund from the program for pupils and students have not disbursed 15.1 billion VND. The disbursement of social housing loans only achieved 10%. Up to now, the Social Policy Bank has not received the list of ethnic minority households in need of loans under the Decision No. 3347/QD-UBND of the Provincial People's Committee for lending. As of April 15th 2020, there are about 3,562 households that belong to the poor, near-poor, households newly escaped poor and households solving jobs affected by the Covid-19 epidemic that need to borrow capital to recover production and business with the amount of 146,770 million VND but currently the capital has not met.
