On the morning of August 3rd, in the framework of working visit to France, the delegation from Khanh Hoa Province led by Mr. Nguyen Thanh Ha, Vice Chairman of the Provincial People's Committee visited the Keroman Fishing Port in Lorient to study its modern management and operational model. Mr. Fabrice Loher, President of the Lorient Agglomeration and Mayor of Lorient also attended the meeting.

As one of France's key fishing center, Keroman Fishing Port owns a comprehensive service ecosystem comprising docking facilities, an auction area, cold storage systems, sorting and preliminary processing zones, fisheries logistics, vessel repair services, and support operations for processing enterprises. During the working session, representatives from Keroman Fishing Port presented the port's organizational, management, and operational models; its role within the Brittany region's seafood value chain; and the integration of harvesting, product intake, auctions, preservation, logistics, processing, and distribution.
The Khanh Hoa provincial delegation took a keen interest in how Keroman Fishing Port organizes its seafood auction area, as well as its quality control and product traceability systems prior to market release. These aspects offer valuable insights for the province to consider as it restructures its fishing port system, storm shelters, and seafood value chain toward a model that is modern, safe, and minimizes post-harvest losses.

Speaking at the meeting, Mr. Nguyen Thanh Ha expressed his gratitude to the agencies and entities of Lorient for their warm welcome and the sharing of their experiences. He emphasized that Khanh Hoa holds a special strategic position regarding its seas and islands, boasting numerous bays, seaports, and fishing grounds, alongside significant potential for the development of fisheries, marine tourism, maritime logistics, and marine industries. After open administrative boundaries, the province’s marine development space has broadened, creating favorable conditions to reorganize marine economic sectors in an integrated, modern, and sustainable manner. In the near future, Khanh Hoa identifies fisheries as a key marine economic sector, necessitating a decisive shift from extensive growth to a focus on enhancing quality, value-added, environmental responsibility, and the capacity to meet international standards. The province is focusing on upgrading fishing port infrastructure, strengthening the management of fishing vessels, monitoring throughput at ports, combating illegal, unreported, and unregulated (IUU) fishing, developing high-tech mariculture, boosting deep processing, and establishing traceable supply chains.
On this basis, the Khanh Hoa provincial delegation proposed that Keroman Fishing Port and partners in Lorient continue their cooperation and experience-sharing across various areas: governance and operational models for seafood auctions; the application of digital technology to manage output, transactions, and traceability; the organization of cold chains and seafood logistics; connecting the fishing port with processing, trading, and tourism enterprises as well as the fishing community; and training personnel in port management, product quality control, and the implementation of environmental management standards at the port. The Khanh Hoa delegation hopes that, following this visit, the province's specialized agencies will maintain connections with Lorient to engage in deeper exchanges regarding experts, technical documentation, pilot models, and cooperation programs tailored to local conditions.
Following the working session at Keroman Fishing Port, the Khanh Hoa provincial delegation continued its itinerary by holding discussions with Lorient city leaders, meeting with the Lorient Bretagne Sud Tourist Office, visiting the French Research Institute for Exploitation of the Sea (Ifremer), and attending a reception hosted by the Lorient Agglomeration. These activities constitute a significant part of the delegation's working visit to France 2026, enabling the province to gain international insights into the organization and operation of fishing ports and seafood value chains. Furthermore, the visit paves the way for concrete cooperation among agencies, businesses, and partners from both sides, aiming to foster a blue marine economy and enhance the value and competitiveness of Khanh Hoa’s seafood sector in both domestic and international markets.
