On February 6, 2026, Mr.
Nguyen Thanh Ha, Vice Chairman of the Khanh Hoa Provincial People's Committee welcomed
a delegation led by Mr. Ulrich Weigl, Minister Counsellor and Head of the Trade
Department of the EU Delegation to Vietnam.

During the meeting, Mr. Ulrich Weigl expressed
his pleasure and admiration for the development of Khanh Hoa province. He also
highly appreciated Khanh Hoa's commitment to cooperating in combating illegal,
unreported, and unregulated (IUU) fishing. Besides the projects currently being
supported in Khanh Hoa, he noted that potential future cooperation projects
would come from private investors. Therefore, he was very interested in the
mechanisms and policies to encourage investment in Khanh Hoa, especially in the
fields of clean energy development and emission reduction.
Therefore to connect and introduce potential
businesses to explore cooperation and investment opportunities in the locality.
The Counselor also stated that the European Union has extensive experience in
port operations, the operation of smart inland waterways, and container
handling operations, etc.

The leaders of the
Provincial People's Committee and relevant departments and agencies informed
the working group about the province's potential, strengths, specific
mechanisms and policies, and development orientation. Currently, Khanh Hoa
province has been granted two specific resolutions by the Central Government:
Resolution No. 55/2022/QH15 allowing for expanded autonomy in investment,
finance, land, and organizational structure, helping to shorten the processing
of applications; and Resolution No. 189/2025/QH15 opening up a separate legal
space for the development of logistics, energy, and large-scale industries.
Based on this, the province has developed many specific investment incentive
models. In
particular, the Van Phong Economic Zone – a key national area – is being
studied for development into a “Khanh Hoa Free Trade Zone,” with preferential
policies on infrastructure, administrative procedures, and inter-regional
connectivity. In addition, the province is implementing many policies to
support marine and high-tech businesses, such as exemptions and reductions in
sea surface lease fees, preferential corporate income tax rates, provision of
clean land, and encouragement of innovation.

European Union upgraded their relationship to a Comprehensive Strategic
Partnership during the official visit of the President of the European Council,
António Costa, to Vietnam last week (January 29, 2026). This is vivid evidence
of the strong development in relations between the two sides, and at the same
time opens up many new opportunities to promote and elevate Vietnam-EU
cooperation in many fields, especially in economics and trade.
The Vice Chairman of the
Provincial People's Committee expressed his hope that the EU delegation would
support the introduction and promotion of the province's potential, strengths,
tourist destinations, development orientations, and investment opportunities to
the European business community. This would facilitate connections, trade, and
the expansion of the European tourist market to Khanh Hoa. The European Union
would help connect European businesses and investors to explore cooperation and
investment opportunities in Khanh Hoa in potential sectors such as:
The
energy industry, renewable energy, green transformation, digital
transformation, high-tech industries, logistics centers, seaports, and training
high-quality human resources. Regarding trade, the province is eager to
strengthen substantive and long-term cooperation with EU partners, supporting
businesses from both sides to effectively exploit opportunities from the
Vietnam-EU Free Trade Agreement (EVFTA), especially for high-quality export
products such as seafood, coffee, fruits, and agricultural products.

Currently,
investment and support activities related to the European Union implemented in
Khanh Hoa province are mainly through foreign direct investment (FDI) and
official development assistance (ODA), including 10 FDI projects with a total
investment of US$149.33 million, primarily in the industrial, energy, trade,
and service sectors. In 2025, the EU committed to supporting approximately €430
million for the Bac Ai Pumped Storage Hydropower Project within the framework
of the Joint Partnership for Just Energy Transition (JETP).
In addition, the province has one ODA project funded
by AFD (French Development Agency): the Project on Drought, Erosion, and Flood
Control Adapting to Climate Change for 4 Coastal Provinces of South Central
Vietnam and the Central Highlands - Ninh Thuan Sub-project.
