On the morning of January 12th, the groundbreaking ceremony for the CT-01 social housing project (Golden Square Nha Trang) took place at the An Binh Tan urban area, Nam Nha Trang ward. Attending the ceremony were: Mr. Tran Hong Minh - Member of the Central Committee of the Communist Party of Vietnam, Minister of Construction; Mr. Tran Phong - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Khanh Hoa province; and Ms. Tran Thu Mai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Khanh Hoa province. Representing the project's investor was Mr. Nguyen Tuan Hai - Chairman of the Board of Directors of Alphanam Group.

The Golden Square Nha Trang social housing project is invested by Dong A Golden Square Joint Stock Company - a member unit of Alphanam Group. Located on Vo Van Kiet Street, the project is planned with a total land area of 10,372 m² and a total construction floor area of approximately 77,972 m², including: Two 15-story buildings, 1 basement floor, providing 772 social housing apartments with diverse 1 to 3 bedrooms, suitable for various target groups (workers, civil servants, young families, low-income households, etc.). The apartments range in size from 35 m² to 76.9 m², designed for optimal functionality, ensuring a reasonable, airy, and convenient living space for residents. The project also invests in a comprehensive system of internal amenities combined with surrounding facilities such as: kindergartens, schools of all levels, commercial and service areas, gardens, parking areas, etc., to meet the daily needs of residents.

The Golden Square Nha Trang social housing project contributes to the concretization of the program to develop 10,088 social housing units in Khanh Hoa province from 2025 to 2030; meeting the need for stable housing for workers, officials, and employees after the province's merger. The total investment for the project is approximately 1,115 billion VND, with implementation scheduled from 2025 to 2027.

Speaking at the groundbreaking ceremony, Chairman of the Provincial People’s Committee Tran Phong emphasized that developing social housing for low-income people, industrial park workers, and the armed forces is an important political task, carrying profound social welfare significance, contributing to human resource stability, ensuring national defense and security, and serving as a driving force for the province’s socio-economic development. The groundbreaking of the Golden Square Nha Trang social housing project clearly demonstrates the province’s determination to create a social housing fund to meet the actual needs of all classes of people. Contributing to the construction of a civilized, green, clean, and beautiful urban area, and realizing the goal of making Khanh Hoa a centrally-governed city, the Chairman of the Provincial People’s Committee, Tran Phong, requested the People’s Committee of Nam Nha Trang ward to focus on coordinating effectively to ensure security and order in the construction area, creating favorable conditions for the project to be implemented smoothly, safely, and efficiently. He also requested the investor and contractors to organize construction according to schedule, ensure the quality of the work, and strictly comply with regulations on labor safety, fire prevention and control, and environmental protection. Agencies and units need to focus on communicating and guiding procedures for accessing social housing so that officials, civil servants, employees, and the public understand the conditions, procedures, and required documents, ensuring that the right people meet the criteria.

Speaking at the groundbreaking ceremony, Minister of Construction Tran Hong Minh wishes that after the ceremony, the authorities would coordinate with the investor and relevant units to expedite construction, ensuring the project is completed on schedule and meets the committed quality standards, bringing the project into operation and use as soon as possible, providing practical benefits to the people and contributing to the local development. At the same time, the Provincial People's Committee should continue to focus on implementing social housing projects, ensuring the goals assigned by the Prime Minister are met; focusing on directing and accelerating the implementation of projects, and completing the social housing targets assigned for 2026. Responsible to the Government for the results of social housing development in the locality; organizing the preparation and approval of the list of identified land locations for social housing development and social housing projects; allocating sufficient land for investment in social housing construction in convenient locations with synchronized technical and social infrastructure; proactively allocating local budget to carry out compensation and land clearance work, creating clean land for social housing development.

Minister of Construction Tran Hong Minh also requested Khanh Hoa province to strictly implement regulations on allocating land for worker accommodation in industrial zones and 20% of land in commercial housing projects and urban areas for investment in social housing development as prescribed by law; to have mechanisms to encourage investors who already have clean land suitable for planning, meeting technical and social infrastructure requirements, and possessing sufficient financial capacity to propose projects for implementation and assign the investor according to regulations; and to accelerate administrative reform, placing social housing projects in the "green lane" and "priority lane" groups. Simultaneously and concurrently implement processes related to investment, land, planning, construction, and environment; minimize the time for project appraisal and land allocation, construction permits, and related procedures.



The investor and partners sign a credit agreement and support contract for purchasing social housing.
Also during the groundbreaking ceremony, the project investor signed a credit agreement with the Vietnam Bank for Agriculture and Rural Development - Head Office Branch and Khanh Hoa Branch to finance the project; and signed a tripartite agreement to support officers and soldiers of the 4th Naval Region in purchasing social housing.
