Giving the opening speech at the conference, a representative from the Khanh Hoa Provincial Investment, Trade, and Tourism Promotion Center emphasized that the province possesses a superior strategic location for its maritime economy, with a coastline nearly 500 km long and a system of famous deep-water bays such as Nha Trang, Van Phong, Cam Ranh, and Vinh Hy. According to the revised Provincial Planning for the period 2021-2030 and a vision to 2050, Khanh Hoa aims to develop its economic space according to a multi-polar model, striving to become a centrally-governed city by 2030. Within this overall framework, the system of seaports, inland ports, and logistics centers is identified as the "backbone" of the maritime economic value chain, serving as a foundation for regional linkages and promoting import and export.
By 2026, Khanh Hoa's seaport system will be managed comprehensively with six main port areas including North Van Phong, South Van Phong, Nha Trang, Cam Ranh, Ninh Chu, and Ca Na. Khanh Hoa prioritizes attracting investment into four logistics centers (Van Phong Economic Zone, Nam Cam Ranh, Ca Na, and Ninh Chu) and four inland port systems to complete its multimodal logistics infrastructure network. Simultaneously, the synchronized development of 20 industrial zones in the province will create favorable conditions for the province to become an important goods collection and distribution center for the South Central and Central Highlands regions.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Thanh Ha affirmed that Khanh Hoa's seaport system has a very strong competitive position thanks to the strategic combination of resources: the South Van Phong deep-water port infrastructure capable of receiving ships up to 300,000 tons total tonnage, the planned the North Van Phong international transshipment port, and the synchronized connection with the Ca Na General Port.
To form a modern logistics ecosystem and thoroughly address supply chain challenges, Khanh Hoa province is committed to immediately implementing five decisive action groups, including urgently completing the institutional framework to bring the Free Trade Zone (FTZ) into operation in Q3/2026, and completing the approval of the 1/2000 scale zoning plan for satellite industrial zones adjacent to the port to ensure clean land is ready for handover to investors. In addition, the locality will focus on disbursing the remaining more than 9,187 billion VND of public investment capital by the end of 2026 to prioritize land clearance and accelerate the progress of the Khanh Hoa - Buon Ma Thuot expressway for operation in early 2027; research the Nha Trang - Da Lat expressway and survey the restoration of dedicated railway lines directly connecting to the ports.
Simultaneously, the province is promoting digital transformation in port management, connecting with Customs in real time, and applying strict green regulations such as mandating the construction of medium-voltage onshore power infrastructure at new ports to minimize emissions; activating financial levers and providing preferential credit support for port businesses to adopt smart technologies; and researching the establishment of a venture capital fund to finance logistics and ocean energy startups. In particular, the criteria of ensuring absolute national defense and security are strictly integrated into the process of selecting and attracting investors to strategic bays.
Vice Chairman of the Provincial People's Committee Nguyen Thanh Ha emphasized that the partnership of investors, corporations, and international experts at the conference is clear evidence of confidence in the sustainable development future of the Khanh Hoa port cluster. The province always welcomes and commits to long-term partnership with investors and businesses on the journey of transforming opportunities into tangible and effective projects.
