On the morning of August 19, 2025, along with 33 provinces and cities nationwide, Khanh Hoa Provincial People's Committee, Hoang Quan Group and Sao Bien Real Estate Company Limited jointly organized the Groundbreaking Ceremony of the Social Housing Project at Thanh Hai Resettlement Area in Bao An Ward. Attending the ceremony were Mr. Trinh Minh Hoang - Vice Chairman of Khanh Hoa Provincial People's Committee; former provincial leaders, leaders of departments, branches, localities, investors, contractors, and supervision consultants.

The Social Housing Project at Thanh Hai Resettlement Area is one of the four key projects and works of Khanh Hoa province, part of a group of 80 key projects that were simultaneously started nationwide to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2nd, 1945 - September 2nd, 2025). The groundbreaking ceremony was connected online with the Central point at the Vietnam Exhibition Center (Hanoi) and the points organizing the groundbreaking of key projects in the province.
Mr. Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee spoke at the ceremony.
The project is invested by Sao Bien Real Estate Company Limited, a member of Hoang Quan Group, built in Thanh Hai Industrial Park Resettlement Area, Bao An Ward with an area of over 19,150 m2 and a total investment of 1,358 billion VND.
The project's construction scale includes 4 apartment blocks (A1, A2, B1, B2) with 15 floors above ground and 1 technical roof floor with a maximum height of 54.4 m. The project will provide 1,352 apartments with an area of 30 to 70 m2, serving about 5,408 people. This is one of the projects planned according to a model with ESG standards (environment, society and governance), Smart factor. The project is expected to be completed and put into use in the second quarter of 2027.
Provincial leaders and investors perform the groundbreaking ceremony of the project.
Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang emphasized that the social housing project in Thanh Hai Resettlement Area is an important part to contribute to completing the goal of the Project that building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030 and Resolution No. 01-NQ/TU dated July 14, 2025 of the Provincial Party Standing Committee on the target of double-digit economic growth in the period of 2025 - 2030. After completion, the project will not only solve the housing needs of low-income people but also demonstrate the connection between "State - Enterprises - People" in implementing the common goal of social security and developing civilized and modern urban areas.
On behalf of the provincial People's Committee, Mr. Trinh Minh Hoang highly appreciated the initiative, determination and sense of responsibility of the investor and accompanying units in implementing this project. To complete the projct on schedule, Mr. Trinh Minh Hoang requested that departments, branches, sectors and local authorities pay attention, accompany and support the investor in implementing the legal procedures of the project, ensuring smoothness and compliance with regulations throughout the implementation process. At the same time, he requested the investor to strictly comply with the legal regulations on investment, construction, fire prevention and fighting, environmental protection, especially focusing resources to complete the project on schedule, ensuring the highest quality.

On this occasion, Hoang Quan Group and Sao Bien Real Estate Company Limited presented scholarship fund worth 500 million VND to Nguyen Trai High School, Phan Rang ward, Khanh Hoa Province.
