On the morning of June 7th 2025, in Nha Trang City, the signing ceremony of the Understanding Memorandum on cooperation for the period 2025 - 2028 took place between the Khanh Hoa provincial People's Committee (Vietnam) and the Lorient Urban Community and Lorient City (Morbihan Province, French Republic). Attending the ceremony were Mr. Nghiem Xuan Thanh - Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee; Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and Ms. Pham Thi Xuan Trang - Vice Chairman of the Provincial People's Council. On the side of Lorient City, there was Mr. Fabrice Loher - President of Lorient Urban Community and Mayor of Lorient City. The ceremony was also attended by Mr. Grégory Robert - Deputy Consul General of France in Ho Chi Minh City.
Leaders of Khanh Hoa province and Lorient Urban Community, Lorient City signed a memorandum of cooperation for the period 2025 - 2028.
At the ceremony, Chairman of Khanh Hoa Provincial People's Committee Nguyen Tan Tuan said that Khanh Hoa is striving to become a centrally-governed city by 2030 and a smart, sustainable, unique, internationally integrated urban area. In particular, the Central Government has also issued a policy to merge Khanh Hoa and Ninh Thuan provinces, forming a new Khanh Hoa province with an area of 8,555 km², a population of more than 2.2 million people, and the longest coastline in the country. The expansion of Khanh Hoa province opens up great opportunities with wider development space and outstanding advantages and motivations, creating a foundation for the province to accelerate and make breakthroughs in socio-economic development in the following years. Khanh Hoa province has a strategic orientation to become the country's clean energy center, a marine economic center and an international tourism center. In the field of foreign affairs and international cooperation, Khanh Hoa province always appreciates the traditional friendship and effective cooperation with French localities. Mr. Nguyen Tan Tuan emphasized that the signing of this memorandum of understanding is an important milestone, creating a solid foundation to expand and enhance cooperation in potential areas and strengths of each side.

According to the content of the cooperation memorandum, in the period of 2025 - 2028, Khanh Hoa Province, Lorient Urban Community and Lorient City (called the three parties) will cooperate sustainably in the fields of: Marine economy; economy and investment; tourism; health; cultural heritage, cultural exchange; training, education and higher education; delegation exchange to share experiences, enhance understanding and support each other.

This connection has contributed to many practical results in the marine economy, tourism, health, culture and education.

At the end of the signing ceremony, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh affirmed that the signing opened a new stage in the strategic partnership between Khanh Hoa and French localities, contributing positively to the Vietnam - France Comprehensive Strategic Partnership. Mr. Nghiem Xuan Thanh requested the Khanh Hoa Provincial People's Committee to soon issue an implementation plan, assign specific tasks to relevant departments, branches and sectors and proactively inform the business community and people to maximize the effectiveness of the cooperation memorandum.
