The plan has set specific goals for each period, in which, in the period of 2021 - 2030, striving for the total retail sales of consumer goods and services in the province to achieve an average growth rate of 7 – 10/per year; the proportion of total retail sales of goods in the domestic economic sector accounts for about 95%, the economic sector with foreign investment capital (FDI) accounts for about 5% of the total retail sales of goods; total retail sales of consumer goods and services exchanged through modern retail establishments (such as supermarkets, trade centers, and convenience stores) account for about 35-40% of total retail sales and revenue from consumer services; Revenue exchanged through e-commerce accounts for about 8-10% of total retail sales of consumer goods and services. The corresponding targets for the period 2031 - 2045 are: 10 - 12%/year; 85%, 15%; 45%; 10 - 15%, 12 - 13%/year. The system of commercial infrastructure is modernized, labeled with green commercial buildings, ensuring environmental hygiene, food safety, origin of goods, fire and explosion prevention...; Commercial infrastructures in urban, rural, mountainous, remote and island areas are fully developed according to the planning, modern types such as convenience stores, specialized supermarkets, shopping centers accounts for a large amount, gradually taking the leading role in retail distribution of goods in the market.
To accomplish the above goal, the plan has set out tasks and solutions such as: Perfecting institutions, policies, management, and supporting commercial activities; increasing demand for final consumers, developing distribution businesses, linking circulation with production, promoting linkages in product and goods supply chains; develop commercial and e-commerce infrastructure systems; develop and improve the quality of human resources; to step up the work of information, propaganda and provision of information to forecast market trends in order to support enterprises to promptly respond to adverse market fluctuations; promote the application of science and technology for domestic commercial development; renovate, strengthen the state management, improve the efficiency of law enforcement on commercial activities...
