Accordingly, on combating IUU fishing, the Provincial People's Committee assigned the Department of Agriculture and Rural Development, the Provincial Border Guard Command, the Provincial Police, the People's Committees of the districts, towns and cities: Nha Trang, Ninh Hoa, Cam Ranh, Cam Lam, Van Ninh and related agencies and units according to their assigned functions and tasks, direct, verify, promptly detect and strictly punish organizations and individuals that intentionally perform illegal exploitation according to the provisions of law, publicize on the mass media for deterrence and education; resolutely take strong measures to prevent and stop fishing vessels and fishermen in Khanh Hoa province from violating illegal fishing in foreign waters.
Facing the situation that the province's fishing boats continue to violate foreign waters from the beginning of 2023 until now, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development, the Provincial Border Guard Command, and the Chairman of the People's Committee in district - level and commune-level People's Committee chairman (where there is a situation of people violating illegal fishing in foreign waters) organize a serious review, clearly define the responsibilities of the head of each agency, unit, report implementation results to the Provincial People's Committee before May 5th 2023; at the same time thoroughly grasp, do not support any policy for violators. The Department of Agriculture and Rural Development, the Provincial Border Guard Command, the People's Committees of the coastal districts, towns and cities (especially Nha Trang city) strictly control fishing vessels entering and leaving the port, monitor the output of caught and unloaded seafood through the port, comply with regulations on certification, certification and traceability of aquatic products; thoroughly investigate, verify and handle violations, in cases where there are sufficient grounds for criminal punishment to be investigated and prosecuted in accordance with law, especially acts of intentionally violating regulations on IUU, legal documentation for export seafood shipments; actively appoint, second and arrange sufficient human resources and funds to ensure the implementation of the anti-IUU task for local fisheries management agencies, especially at fishing ports.
In addition, the Provincial People's Committee also directed the implementation of solutions to remove difficulties and obstacles, promote production and consumption of agricultural products; at the same time, actively implement 3 national target programs to ensure the legality and suitability to local realities; strive to disburse 100% of the allocated capital in 2023.
