The plan has set specific goals to 2025: The annual value of science and technology goods transactions will increase by an average of 5%, mainly focusing on a number of key fields and industries of the province or new products serving niche markets; the proportion of transactions of intellectual property reached 5%, the proportion of transactions of technologies reached 5% - 10%; the proportion of technology transactions from research institutes and universities reached 5% of the total technology transactions of domestic origin; forming and developing an intermediary organization of the science and technology market (forming an intermediary organization and connecting to the network of national the science and technology intermediary organizations). By 2030, the respective targets are: 10%; 10%; 5%; 10 - 20%; 10% and form 2 intermediary organizations and connect to the national network of science and technology intermediaries; digitization of research results, intellectual property has the potential to commercialize in the market
To accomplish the above goal, the plan has set out the following tasks and solutions: Reviewing legal regulations, choosing appropriate orientations to support the development of the science and technology market; promoting the development of demand sources of the science and technology market, improving the capacity of enterprises to absorb, master and innovate technologies; promoting the development of supply of the science and technology market; developing intermediary organizations of the science and technology market; strengthen the promotion of science and technology market; strengthen training and retraining of human resources, communication and international integration in the science and technology market.
The Provincial People's Committee assigned the Department of Science and Technology to assume the prime responsibility for, and coordinate with other departments, branches, and People's Committees of districts, towns and cities in implementing this plan. Monitor, synthesize and report to the Provincial People's Committee according to regulations or suddenly; synthesize, propose to reward and honor organizations and individuals with outstanding achievements in science and technology market development activities. In the implementation, if there are any difficulties or problems, departments, branches and localities should report them to the Department of Science and Technology to summarize and report to the Provincial People's Committee for consideration and adjustment.
