This is one of the key goals of the implementation plan of the "Project on developing reading culture in the community in the period of 2021 - 2025, with orientation to 2030 in Khanh Hoa province" which has just been approved by the Provincial People's Committee.
90% of the public library has a general document capable of serving all audiences.
The plan has set out specific goals in the period of 2021 - 2025: Strive for 100% of educational institutions at all levels to have libraries with appropriate materials and be updated at least 2 times/per year, capable of serving all subjects, including the department serving children and people with disabilities; 80% of the libraries of scientific research institutes and centers have in-depth documents; the average enjoyment of books is 5 copies/person; each citizen reads 4 books/year on average; strive for the number of people accessing and using information at libraries to reach 300,000 times/year; 80% of pupils, students and other learners at educational institutions can access and use information and knowledge at public libraries, libraries of educational, cultural and scientific institutions; 25% of people in rural areas, 20% of people in areas with difficult socio-economic conditions have access to and use of information, knowledge and related services at public libraries, community learning center, commune Culture Post, publishing and distribution agency; 50% of people have skills to receive and use information and knowledge through reading and lifelong learning; 85% of library users (for students, 90%) have the skills to receive and use information and knowledge through reading for learning, research and entertainment; 100% of libraries in the public library system provide free Internet services; 20 - 30% of information resources at provincial public libraries are digitized and provided in the network environment; 70% of endogenous documents, scientific research works collected and managed by specialized libraries and university libraries are digitized; 80% of specialized libraries and other university libraries, 60% of libraries of general education institutions, vocational education institutions and other educational institutions have websites, capable of providing online services on multiple access media (except for state secret services and restricted reading services); 100% of librarians in the province are trained and retrained, updating knowledge and skills to operate modern libraries. By 2030, people have the habit of reading, have skills to access and use information and knowledge, and promote well in living, studying and working environments; indicators of reading culture development are maintained and strengthened; to build the provincial library into a modern library following the model of a digital library and an automated library, connecting to libraries across the country.
To accomplish the above goal, the plan has set out key tasks and solutions such as: Stepping up information and communication activities to raise awareness of all levels, sectors, families, schools, communities and the whole society about the importance of developing a reading culture, especially on the occasion of the annual Vietnam Book Day April 21st; guide reading skills and methods suitable to each target group, focusing on pupils and students; perfecting mechanisms and policies and promoting socialization; improve the operational efficiency of the public library system, strengthen the application of information technology; improve the quality of publication content and form; Expanding international cooperation…
