On August 8th 2022, Khanh Hoa Provincial People's Committee held a ceremony to sign cooperation memorandum with Vingroup on "Program for Khanh Hoa people speak English". Attending the ceremony were Mr. Nguyen Tan Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ha Quoc Tri - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Viet Quang - Vice Chairman and General Director of Vingroup.
At the ceremony, leaders of Khanh Hoa Provincial People's Committee signed cooperation memorandum with Vingroup on the implementation of the “Khanh Hoa people speak English program" co-sponsored by Vingroup. The long-term goal of the Program is that people can communicate in English, the English-speaking movement becomes real, entering each state management agencies, schools, business establishment, tourist area, residential commercial area. Goals for the first year (2022 - 2023): Launch a pilot English movement in Nha Trang City and Cam Lam district, for 5 target groups: Students, workers at districts who interact with foreigners, small business people, civil servants, cadres, workers in the state agencies.

According to the signed content, Vingroup is committed to supporting the textbooks (building a foundation program for each type of clubs, learning documents and tools, exam content, online platforms to support study); support building capacity (training human resources to manage English clubs, training volunteers); support direct human resources (management, teaching staff, teachers, students, volunteers, experts at home and abroad); media and other financial support.
Speaking at the ceremony, Mr. Nguyen Tan Tuan hoped that this signing ceremony would be the start of a long-term cooperation between the Provincial People's Committee and Vingroup, contributing to promoting socio-economic development of Khanh Hoa province in the spirit of the Resolution of the 13th National Congress of the Party, the Resolution of the 18th Provincial Party Congress, especially Resolution No. 09-NQ/TW dated January 28, 2022 of the Ministry of Politburo on construction and development of Khanh Hoa province to 2030, with a vision to 2045. Mr. Nguyen Tan Tuan also suggested that leaders at all levels and sectors should seriously organize the implementation and completion of assigned tasks, ensuring practical and effective. In the immediate future, focus on coordinating with professional management agencies together with departments of Vingroup to build and advise on cooperation plans and detailed coordination programs between the two parties so that the cooperation and organization of the program can be implemented soon.
