This is the opinion of Mr. Le Duc Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of Khanh Hoa Provincial People's Committee at the meeting and working with World Bank (WB) to hear the report on the summary of the working trip supporting technical, integration of views of disaster risk management into provincial socio-economic development investment plans, taking place on May 17th.

At the meeting, Mr. Le Duc Vinh said that the survey and assessment of natural disaster risks combined with the socio-economic development investment plan is an important project; at the same time, he hoped that WB would support and create conditions for Khanh Hoa province to borrow investment capital for important projects for socio-economic development and disaster risk management. Mr. Le Duc Vinh also suggested that the consulting unit receive comments from departments, branches and localities to finalize the assessment report, forecast the risks when natural disasters occur, thereby giving a response plan, effective risk management; make recommendations for areas at risk of landslides as well as some locations affected by natural disasters that affect the safety of people; there should be an approach to support people in the region isolated when natural disasters occur; especially, it is necessary to make recommendations on disaster risk management for 3 key economic regions of the province; provide many criteria, strategies for coping and managing natural disaster risks, thereby arranging priorities for construction investment in each locality ...
According to the consultant, the delegation surveyed the districts, towns and cities in the province to collect and evaluate flooded data; flood risk mapping; identify solutions, develop investment plans for disaster risk management. Accordingly, the investment plan for disaster risk management will prioritize projects in urban development and human resource development programs; works in 3 key economic zones, new rural areas and adaptation to climate change. The mission will summarize the opinions of the units and report at the end of the year to the Provincial People's Committee at the end of June, 2019 with the following contents: Solutions and strategies for disaster risk management; economic evaluation strategies; recommendations for existing disaster risk management plans; building investment plan and preliminary construction of a feasible loan program. At the same time, organize the second workshop on this issue in mid July 2019.
