Accordingly, the Provincial People's Committee requested the following departments: Agriculture and Rural Development, Information and Communication, Foreign Affairs; Provincial Border Guard Command; People's Committees of coastal districts, towns and cities and relevant departments, branches and units, according to their assigned functions and tasks, actively "Notify fishermen in the province about China's unilateral implement a fishing ban in the East Sea and affirm that China's implementation of a fishing ban on areas under Vietnam's sovereignty, sovereign rights and jurisdiction in the East Sea is invalid." ; At the same time, "Encourage fishermen to stick to the sea for their normal production within Vietnam's waters and guide the organization of groups and teams when fishing to support each other at sea, and promptly notify to the authorities about violations of foreign fishing vessels in Vietnam's waters”; report on the results of implementation and propose to advise on the contents under the authority of the Provincial People's Committee according to regulations (through the Department of Agriculture and Rural Development for synthesis).
The Provincial People's Committee also assigned the Provincial Border Guard Command to assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development and relevant branches and localities, to strengthen the management and supervision of fishing activities of fishing ships in the seas, especially coordinating to closely manage the departure and arrival of fishing vessels operating during this time; take measures to warn fishing vessels when necessary, promptly guide, support and protect fishermen when encountering situations at sea; filming, taking photos and collecting evidences about China's violations in Vietnam's waters to serve the diplomatic struggle; continue to implement drastically and effectively tasks and solutions to combat IUU fishing; promptly notify unexpected incidents arising at sea for fishing vessels and fishermen in the province on the hotline of the Fisheries Control Department and the Provincial People's Committee.
