Khanh Hoa Provincial People's Committee has just issued a document directing the implementation of Deputy Prime Minister Trinh Dinh Dung’s conclusion at the 4th meeting of the National Steering Committee on combating illegal unreported and unregulated fishing (IUU fishing).

Specifically, the Provincial People's Committee requested departments and People's Committees of coastal districts, towns and cities to actively implement the direction of the Deputy Prime Minister at Notice No. 335 / TB- VPCP according to the assigned functions, duties and authority; monthly report the implementation results, difficulties and problems to the Department of Agriculture and Rural Development to synthesize and report to the Provincial People's Committee; assign the Department of Agriculture and Rural Development to inspect, supervise and urge departments, branches and localities to implement; propose to advise the contents under the authority and responsibility of the Provincial People's Committee to implement the above Notice, in accordance with the actual situation of the province and State regulations, report to the Provincial People's Committee before October 20, 2020.
It is known that Vietnam has continued to actively coordinate with the European Commission (EC) to organize the implementation of EC recommendations on combating IUU fishing; Ministries, departments, branches and People's Committees of 28 coastal provinces and cities directly under the central government make efforts and drastically implement measures to combat IUU fishing. Some jobs have improved compared to before, such as: The installation of fishing vessel monitoring system (VMS) reached over 80%, the sanctioning of IUU fishing violations has been strengthened... However, after the second inspection by the EC inspection team in Vietnam, the EC side assessed that some work was still slow, with no clear changes, specifically: The installation of VMS, marking fishing vessels according to the prescribed route is not guaranteed according to the prescribed schedule; the sanctioning of violations of fishing in foreign waters is still limited, not commensurate with the number of violation cases. In particular, the situation that Vietnamese fishing vessels continue to violate fishing in foreign water have decreased but not yet steadily and still complicated developments.
To overcome the above shortcomings and limitations, Deputy Prime Minister Trinh Dinh Dung requested the People's Committees of 28 coastal provinces and cities directly under the central government to urgently complete the installation of VMS equipment, marking fishing ships to ensure the synchronous and timely monitoring and management of fishing vessel operations, strengthening law enforcement, strictly handling violations of IUU fishing according to regulations; Organizing the serious implementation of regulations on controlling fishing vessels to and from ports; controling the output of seafood loaded and unloading through ports; ensuring the confirmation and certification of seafood origin from exploiting in accordance with regulations and authentication. Regularly organizing the inspection, examination and supervision of organizations and individuals directly implementing the task of combating IUU fishing; attaching responsibility to heads of committees, authorities at all levels, departments, agencies and relevant functional forces in directing, administering and seriously handling organizations and individuals who lack morale and responsibility in combating IUU fishing, affecting effort to remove "Yellow Card". Based on the local situation, conditions, market demands, determining plans for restructuring the local economy, including restructuring the fisheries sector with specific plans, roadmap and directions to be included in the resolutions of the committees at all levels in order to ensure economic development, fishermen have a stable life, sustainable livelihood then the situation of violating IUU fishing will be stopped. The Association of Seafood Exporters and Producers and seafood export businesses join hands with the Government to support resources for combating IUU fishing; "Saying no to IUU" resolutely refuse to purchase, process and export seafood products derived from IUU fishing. Enterprises, organizations and individuals for their own interests to abide, tolerate, intentionally violate IUU regulations must be resolutely handled strictly according to the regulations ...

* From October 2018 up to now, Khanh Hoa province has not had any fishing vessel that violated illegal exploitation in foreign water. 100% of data on fishing vessels with the length of 15 meters or more have been fully updated to the National Fisheries Database System; 97% of fishing vessels with the largest length of 6 meters or more in the province have been marked according to the regulations, the remaining 98 ships have not implemented. Ensuring food safety and hygiene at fishing ports is regularly inspected and maintained. As of September 22, 2020, Khanh Hoa has installed 607/748 fishing vessel monitoring systems for vessels with the largest length of 15 meters or more. Marine patrols have been effectively coordinated by local functional forces. The province has also maintained and strengthened models of chains linking tuna exploitation, purchasing and consumption between seafood processing enterprises and fisheries cooperation groups in the province to help the traceability work more clearly, contributing to the effort to overcome the "Yellow Card" of the European Commission...
