Accordingly, for areas and areas that are under lockdown, establish medical isolation: Strictly implement medical isolation measures according to the Minister's Decision No. 3986/QD-BYT dated September 16th 2020 1168/CD-BYT dated August 7th 2021 of the Ministry of Health on strengthening the implementation of measures to Covid-19 prevention and control.

In case people do not have smart phones, people under 18 years of age who have not been vaccinated can ask their relatives to make medical declarations for them on the PC-Covid application to have their personal QR code, print it out for use instead of Covid card. Encourage people to actively buy and perform rapid testing of SARS-CoV-2 antigens for themselves and their relatives; when detecting a positive result, they must immediately contact a medical facility or the Provincial Center for Disease Control for instructions on handling according to regulations. All cases with symptoms of cough, fever, difficulty breathing, loss of taste must strictly adhere to distance, limit contact, and urgently perform tests to check and handle according to regulations.
Agencies, units, enterprises, production and business establishments, construction works must have plans and scenarios to respond to epidemic prevention and control according to the guidance of the Ministry of Health and current regulations on guidelines and criteria of competent authorities. It is obligated to create QR codes; apply the Covid Card solution; scan QR codes for disease control for people coming to their agencies, units, businesses or establishments. Assess the risk level to adjust the plan and scenario to respond to the epidemic to be closer to the actual situation and developments on weekly or suddenly (when arise situation); proactively organize screening and testing for officials, employees, civil cadres...
For events and activities that gather large numbers of people to serve political tasks; events, social activities (conferences, seminars, culture - art, physical training - sports, festivals...) only those with "green card", "yellow card" of Covid can participate must limit the number of participants, strictly follow the "5K" principle, encourage the organization of a quick test for all participants, mandatory wearing mask, keep distance and QR code scanning. For the organization of festivals, weddings, religious activities, beliefs (the host must notify the Commune People's Committee for consideration and approval before organizing), only those who have "green Covid cards", "yellow Covid card" is allowed to participate and must limit the number of attendees (no more than 100 people at the same time); mandatory QR code scanning.
For business establishments of bar, pub, discotheque, karaoke, singing clubs, massages, and video games, they can operate after fully meeting the requirements, the conditions and criteria for the prevention and control of the Covid-19 epidemic as prescribed; only people with "green Covid card", "yellow Covid card" can participate; operate maximum to 50% of the facility's design capacity; strictly follow the "5K" principle, mandatory scanning of QR codes. The district-level People's Committee is responsible for inspecting and considering the decision to allow the operation when fully meeting the regulations on epidemic prevention and control; regularly monitor, supervise, inspect and promptly handle cases that do not meet the conditions, fail to ensure safety in terms of epidemic prevention and control...
Also during this period, the Provincial Department of Health will provide detailed instructions on the implementation of F1 isolation at home or at accommodation facilities according to regulations; have coordination regulations on management, close supervision, as well as support when necessary for F1 and those around, absolutely not to spread the epidemic.
