Khanh Hoa Provincial People's Committee has just issued a process on handling information of disconnected ships and violating ships on foreign territorial waters for ships with the length from 15 meters to less than 24 meters in the province.

According to the process, when detecting a fishing vessel crossing the boundary of the permitted territorial waters, the supervisory unit of the monitoring system shall determine the information (the ship owner, registration number, active occupation, etc.), the itinerary of the ship from the start of crossing the boundary line; notify collected information to relevant agencies and units (The People's Committee of the district where the fishing vessel owner registers the permanent residence, the Command of the Provincial Border Guard, the Command of the Coast Guard Region 3, the Command of the Region 4 Navy, the Sub-Department of Fisheries Control of Region V). In case the ship owner (or captain) intentionally violates, the supervisory unit shall summarize information and report it to the provincial Department of Agriculture and Rural Development and the Provincial Border Guard Command for investigation and handling.
In addition, when detecting that the fishing vessel has lost its itinerary monitoring signal while in operation, the supervisory unit will contact the ship owner (or captain) of the ship to check information and instruct corrective measures, and at the same time notify the relevant agencies and units. If the ship's monitoring equipment is damaged, the ship owner is required to use other communication devices to report the ship's position every 6 hours; Afterwards, take the fishing vessel to port for repair within 10 days (since the itinerary monitoring device is broken).
In order to effectively implement this process, the provincial People's Committee assigns the provincial Department of Agriculture and Rural Development to assign the duty of supervising fishing vessels 24/24 hours on the monitoring system of fishing ship information; notify, share data and operating positions of ships already installed with monitoring equipment. The Provincial Border Guard Command shall investigate and handle fishing vessels intentionally crossing the border or intentionally interrupting the itinerary monitoring signal. People's Committees of districts, towns and cities shall verify information and notify the ship owners' families of fishing vessels with lost signals…
