Khanh Hoa Provincial People's Committee has just issued a document to implement the direction of the Ministry of Agriculture and Rural Development on the effective implementation of the conclusion of Prime Minister Pham Minh Chinh on fighting illegal unreported and unregulated (IUU) fishing, remove EC "Yellow Card" warning.

Specifically, the Provincial People's Committee suggested that departments, branches, Provincial Border Guard Command, People's Committees of coastal districts, towns and cities, according to their assigned functions and tasks, actively deploy and disseminate the content of documents of the Ministry of Agriculture and Rural Development to relevant organizations and individuals in the province to know and implement. At the same time, the Department of Agriculture and Rural Development was assigned to assume the prime responsibility for, and coordinate with relevant departments, branches and localities in reporting on the results of implementation of measures to combat IUU fishing under the management of the province; guiding the implementation and checking the implementation of the opinions of the Ministry of Agriculture and Rural Development; propose to advise the contents under the responsibility and authority of the Provincial People's Committee before October 30th 2021.
It is known that on October 13th, the Ministry of Agriculture and Rural Development sent a written request to the Chairman of the People's Committees of 28 coastal provinces and cities under Central to focus on leading and directing relevant departments, agencies and concerned functional forces in localities to implement drastically and effectively the directives of the Prime Minister; in which, it is noted that the organization implements a number of contents: Developing, reviewing, amending and supplementing the plan to implement measures to combat IUU fishing in accordance with the situation and results of combating IUU fishing of local at the present; to ensure the completion of the target by the end of 2021, to prevent and stop fishing vessels and local fishermen from violating seafood exploitation in foreign waters, soon remove the EC's "Yellow Card" warning. Continue to prioritize investment, upgrade fisheries infrastructure and ensure adequate allocation of human resources and equipment to serve fisheries management agencies and relevant functional forces in the locality to implement measures against IUU fishing; strictly comply with regulations on control of fishing vessels in and out of ports, control of output through ports, make the certification, and traceability of caught aquatic products... In which, expeditiously complete the installation of equipment to monitor fishing vessels, mark fishing vessels, issue fishing licenses...; strengthen the fisheries law enforcement work of the local functional forces, ensure uniformity, synchronization, investigation and definitive handling of IUU fishing acts (especially the act of sending fishing boats, Vietnamese fishermen violate seafood exploitation in foreign waters). Continue to develop mechanisms and policies to support local fishermen to carry out fishing activities in accordance with regulations, ensuring stable life and sustainable livelihoods of fishermen; especially there is a policy to support fishing vessels and fishermen to stop fishing activities affected by the Covid-19 epidemic; identify fishery workers as priority subjects for vaccination against Covid-19 so that fishermen can rest assured to maintain fishing activities, avoid breaking the production chain from fishing, purchasing, and processing, consuming and exporting aquatic products, ensuring stable growth of the fisheries sector; at the same time, ensuring national security and defense, protecting the country's sovereignty over seas and islands...
