On the afternoon of October 8th, Deputy Prime Minister Le Van Thanh chaired a nationwide online conference on restoring commercial flights transporting domestic passengers throughout the country. At the conference, after listening to the opinions of ministries, branches and localities, Deputy Prime Minister Le Van Thanh assessed that the reopening of flights in the present is very necessary for localities and businesses to remove difficulties to recover production and business activities, therefore, he agreed on the contents of the draft of regulations on temporary deployment of regular domestic passenger airlines to ensure safe and flexible adaptation. In order to effectively control the Covid-19 epidemic, in the immediate future, each flight will not carry more than 50% of the seats. However, in order to avoid the outbreak of epidemics during flights, the Deputy Prime Minister assigned the Ministry of Transport to assume the prime responsibility for, and coordinate with relevant agencies and units in strictly implementing measures to prevent and control the spread of epidemic, control epidemic in each flight. Localities need to closely coordinate with relevant ministries and branches during the pilot implementation of this activity; promptly receive the passenger information of each flight to organize appropriate medical isolation plans, not to miss the object… The Deputy Prime Minister said that after the pilot period ends, the Ministries and central branches will summarize, learn from experience and will consider and develop a plan to add more flights, flight frequency, number of passengers on each flight to meet actual needs, ensure safety, epidemic prevention and control (if the pilot implementation is successful, it will bring efficiency).
According to the draft regulation on temporary deployment of regular domestic passenger flights to ensure safe, flexible adaptation and effective control of the Covid-19 epidemic, the pilot period will be from 10th to 20th October 2021 nationwide with a flight frequency of 23 round-trip flights/day. As for Khanh Hoa, the province will be allowed to operate flights to/from Hanoi City, Ho Chi Minh City, and Thanh Hoa province with a frequency of 1 round trip/day/local. Airlines during the pilot period only accept and transport passengers who have travel needs to serve the economic recovery process, including: civil service forces, experts, managers, businessmen and people. Passengers participating in flights must ensure the following conditions: Fully vaccinated against Covid-19 (the last dose is given at least 14 days) or have recovered from Covid-19 within 6 months (from the time returning to the local); have a negative test result for SARS-CoV-2 within 72 hours before boarding; fulfill related commitments; make medical declaration… Passengers with symptoms of cough, fever, shortness of breath, muscle aches, sore throat are not allowed to join the flight. In case passengers are not eligible for vaccination as prescribed, when traveling with their relatives, they must meet the above conditions, except for the requirement for vaccination in full doses. During the flight and the end of the flight, passengers strictly comply with the "5K" principle and the isolation regulations of the destination locality. The draft also stipulates the safety of epidemic prevention, control and control for aviation, airports, flight crews, localities where passengers reside and stay.
