According to the preliminary report, assessing the implementation of the Government's Decree No. 52/2013/ND-CP on e-commerce and the implementation of legal documents on e-commerce, in 2017, Khanh Hoa province ranked 27/54 provinces and cities on the G2B index.
The G2B trading index is an online non-commercial interaction rating index between the government (local and central) and the business. This is one of the three key elements of "e-government" with a number of key forms of transaction such as: Providing information on laws, regulations, policies and public administrative services for online businesses mainly through the Internet.
In 2017, the e-commerce index of Khanh Hoa reached 34.6 points, ranked 10/54 surveyed provinces and cities (according to Report of Vietnam e-commerce in 2017), of which: index of human resources and IT infrastructure reached 21.5 points (ranked fifth); Index of B2C between enterprises and consumers reached 47.3 points (ranked 13th); Business-to-business B2B index reached 25.9 points, ranking 12th; The Government-to-Business G2B index was 62 points, ranked 27/ 54 provinces and cities. This indicator reflects the transparency of public sector information with enterprises as well as the level of completion of online public services.
In addition, at present, in Khanh Hoa there are 77 sale websites of organizations and individuals that have been approved by the E-Business and Economy Department of the Ministry of Industry and Trade. 100% of exporters use email to deal with foreign partners. Approximately 75% of enterprises use specialized software to manage their production and business activities. Most hotels use transactions with guests booking through the Internet. According to the World Trade Organization (WTO), "E-commerce involves the production, advertising, sales and distribution of products that are purchased and paid on the Internet but products are delivered visibly, both delivery products as well as digital information through the Internet”.
In Vietnam, the Vietnam E-commerce Association (VECOM) started its e-commerce index construction for the first time in 2012. The e-commerce index (abbreviated as EBI from English E -Business Index) was established by the provinces and cities directly under the Central based on four major criteria: human resources and information technology infrastructure; Enterprise-to-consumer (B2C); Business-to-Business (B2B); Government-to-Business (G2B) Transactions.
The E-commerce Index helps to quickly identify the level of e-commerce implementation in the whole country as well as in each locality, the progress over the years and advise for each locality the necessary solutions to enhance e-commerce applications.
